Kaufman County Sheriff's Office deputies turned a civil disturbance call into a drug bust in the 5900 block of East US Highway 175. The incident occurred on Monday, January 7, 2013 when the deputies responded to the call at 11:22 p.m.
The deputies responded to the scene and located two men near a vehicle on the highway. The men advised the deputies that they had run out of gas and were simply trying to push their car off the highway when it got stuck in the ditch.
The KCSO deputies questioned the men to determine their identity. They found that one man, Jess Wayne Street, 45, of Dallas, had six outstanding warrants from the Balch Springs Police Department. The deputies then obtained permission from the suspects to search their vehicle, and they subsequently located a glass pipe used to smoke methamphetamine that had residue on it. They also located a baggie that was hidden underneath the center console. The baggie was believed to contain about 12 grams of methamphetamine.
The suspects, Jess Wayne Street and Robert Allen Phelps, 27, of Dallas were both arrested without incident and charged with possession of a substance in penalty group 1, over 4 grams but less than 200 grams. They were transported to the Kaufman County Law Enforcement Center. Bond was set at $50,000.00 for Jess Street and $25,000.00 for Robert Phelps.
