Man arrested and charged with impersonating a peace officer, unlawful restraint, assault

KAUFMAN COUNTY, Texas — A man was arrested yesterday and charged with impersonating a peace officer, unlawful restraint, and assault in what police are saying may be a much larger case.

KAUFMAN COUNTY, Texas — A man was arrested yesterday and charged with impersonating a peace officer, unlawful restraint, and assault in what police are saying may be a much larger case.

On March 8, 2016, Kaufman County Sheriff’s Office spokesperson Captain Fred Klingelberger says a couple was pulled over on Interstate 20 in Kaufman County by a black truck with a red flashing light on its dashboard.

The couple was subsequently handcuffed by a black male who was wearing black cargo pants, a black t-shirt, a police-style belt, and had a badge around his neck.

The male was asked to the back of his vehicle and handcuffed and the female was asked out of the vehicle and also handcuffed. The suspect then searched the couple’s vehicle before releasing them.

The female was able to note the license plate of the vehicle and reported the stop to the Kaufman County Sheriff’s Office which issued a “be on the look out,” BOLO, notification to area law enforcement agencies.

Klingelberger said the man was identified as 29-year-old Reginald Ruffins.

Ruffins was arrested in Garland on March 16, 2016, after calling the Garland Police Department’s non-emergency line and advising dispatch of citizens concerned about police activity in the area. Ruffins told dispatch he was en route to the area to assist police.

Upon arrival, Ruffins made contact with law enforcement who thought his presence was suspicious and recalled the Kaufman County BOLO at which point Ruffins was taken into custody for impersonating a peace officer.

The Kaufman County Sheriff’s Office and the Garland Police Department believe that this suspect has been engaging in this criminal activity for some time and if anyone has any information regarding this matter please contact the Kaufman County Sheriff’s Office 972-932-4331 or the Garland Police Department at 972-485-4840.

Ruffins now faces three counts of impersonating a peace officer, two counts of unlawful restraint, and one count of assault, according to Klingelberger.
