MABANK, Texas — Payne Springs Fire-Rescue Chief Randy Harley has been arrested and charged with bribery and tampering with a governmental record with intent to defraud or harm, according to Henderson County Jail Records.

Harley, 53, of Mabank, Texas, was booked into the Henderson County Jail earlier this morning and is being held on $30,000 bonds for each charge.
On July 23, 2018, according to an arrest affidavit obtained by inForney.com, Henderson County Fire Marshal Shane Renberg was conducting an investigation of theft of funds from the Payne Springs Fire Department when he learned of a possible bribery and tampering incident involving Harley.
According to the affidavit, Harley filled out a probationer's court-ordered community service sheet, or CSR Timesheet which is a government document as defined by the Texas Penal Code, and indicated the probationer, identified by the affidavit as Rusty Dorough, had completed approximately 122 hours of community service in exchange for a $1,200 cash donation to the Payne Springs Volunteer Fire Department.
Dorough admitted to Fire Marshal Renberg, according to the affidavit, to meeting with Harley in his truck outside of the Payne Springs fire station where Harley filled out the CSR Timesheet using different pens to make it appear as though the form had be completed properly. Those times referenced 122 hours of community service between the dates of May 18, 2018, and June 24, 2018.
"Randy then opened a black note book and instructed Rusty to drop the money inside," states the affidavit.
A review of the Payne Springs Volunteer Fire Department bank records did not reveal "a $1,200 cash deposit within a reasonable period of time that could account for the $1,200 provided to Harley by Rusty Dorough," states the affidavit.
The offense is alleged to have occurred on May 18, 2018, according to the affidavit.
