The Renaissance Hospital in Terrell, TX, closed their doors today, February 12, 2013, after a failure to pay owed taxes to Kaufman County dating back to 2011. The hospital was also faced with the termination of federal funding from Medicaid and Medicare and the possible revocation of the hospital's license because of unsanitary conditions and the death of two patients.
The Renaissance Hospital in Terrell, TX, closed their doors today, February 12, 2013, after a failure to pay owed taxes to Kaufman County dating back to 2011. The hospital was also faced with the termination of federal funding from Medicaid and Medicare and the possible revocation of the hospital's license because of unsanitary conditions and the death of two patients.
According to the Terrell City Manager, Torry Edwards, the delinquent amount owed to the county is approximately $443,000 for 2011 and 2012 taxes. As of today, the Kaufman County Constable's office has placed a Notice of Seizure on the hospitals entrances.
Some employees of the hospital were notified last night that the hospital would be closing their doors but others were turned away by Constables this morning as they made their way to work. Phone calls to the hospital and managing company went unanswered.
The City of Terrell is the landlord for the property located at 1551 State Highway 34 in Terrell. In 2008, the city signed a tenant agreement with RH Terrell Management LLC, owned by Dr. Tariq Mahmood, to continue the operations of the hospital after the former managing company filed Chapter 11 bankruptcy.
Medicaid and Medicare funding to the facility was terminated at 12:01 a.m. this morning, according to the Centers for Medicare and Medicaid Services' (CMS)office. David Wright, Deputy Regional Administrator, said “The action was in response to numerous documented concerns about the hospital's inability to provide safe patient care in accordance with Medicare's basic health and safety requirements.”
The Texas Department of State Health Services also proposed to revoke the hospital's license following several violation notices including two patient deaths. The latest Notice of Violation dated January 30, 2013, states, “Nursing staff failed to provide assessments, nursing interventions, and nursing care to 2 of 2 patients, and that resulted in their deaths.”
A previous violation letter from the TDSHS dated September 25, 2012, outlines issues related to the failure to ensure an environment that promoted patient safety, including: no infection control program; failure to provide sanitary surgical units; multiple levels of contamination and lack of infection controlled environments; and failure to ensure an adequate nursing staff. The proposed penalty amount on those violations is in the amount of $35,050.
Edwards said that the City of Terrell, after hearing about the pending tax issues, immediately took action to terminate the tenant agreement with RH Terrell Management LLC. As of last night, nine patients remained who were assessed for their current conditions and transported to other area hospitals. “The City of Terrell's goal is to bring in an excellent acute care hospital provider.” Edwards said.
The Renaissance Hospital is now one of only nine hospitals in the United Sates to have federal funding cut off since 2009, according to the Centers for Medicare and Medicaid Services' office.
