KAUFMAN - A settlement agreement has been filed with the Court in the case regarding former Kaufman County Precinct 4 Deputy Grant Cousins' assault of a female while on duty.
According to the Original Petition obtained by inForney.com, which was filed on July 31, 2020, Cousins had pulled the victim over for a traffic stop, and she didn’t have her ID. She stated she had a picture on her phone, and Cousins looked over her shoulder while she scrolled through her photos, noticing pictures of her in a bathing suit. He wrote her citations and gave her his business card, directing her to contact him, and he would change them to “warnings.”
Several days later, the victim contacted Cousins, who instructed her to meet him at a gas station. He then instructed her to get into his car and then drove off. The victim was uncomfortable and asked to return to her car as her boyfriend was waiting for her at home. Cousins conducted a traffic stop with the victim in the car and then drove down a road, parked, placed her hand on his pants, and then got out of the vehicle, walked around to the passenger side, and instructed the victim to put his genitals in her mouth. Upon completion, he wiped himself off and gave the victim a tissue to clean herself off. He then drove her back to the gas station.
InForney.com has obtained court records revealing a $25,000 settlement entered into the court record on June 6, 2024. The trial was set for June.
In a separate case, Cousins was charged with perjury for not being forthright with the Texas Rangers. In court documents previously released to inForney.com that detail the arrangements of his plea bargain, Deputy Cousins confessed to both felony sexual assault and felony official oppression. Deputy Cousins was allowed to plead guilty to one count of misdemeanor perjury, and both felony charges were dismissed.
Deputy Cousins received six months of deferred non-reporting probation, 20 hours of community service, a $500 fine, and $309 in court costs as part of the plea deal.
The court documents state the victim's name, but this media outlet will not release it.
