HEARTLAND, Texas — Preliminary plats for four new phases in Heartland were approved Monday night by the Crandall City Council which will bring an additional 235 lots to the master-planned community.
The Preliminary plats for phases 7A, 8, 9A, and 10A, which were approved Monday following a public hearing, have already begun pre-sales due to high demand, according to Huffines Management Partners representative Mark Edgren who presented the preliminary plats to the council.
Of the 235 lots, 82 will be 60-foot lots, 92 will be 50-foot lots, and 61 will be 40-foot lots. The lots will be located south of Farm-to-Market (FM) 741 in the area south and east of County Road (CR) 257.
Earlier this year, council members approved 48, 50-foot lots in Sunny Meadow Phase II. Concrete for those lots began going down on Monday, stated Edgren.
Edgren says the 48 lots in Sunny Meadows Phase II should become available in September 2015.
Approximately $8.5 million in construction will be required to bring the lots online, stated Edgren. The new lots will be 20-percent higher in costs with average home estimates in the $185,000-range.
Homes on the 60-foot lots may be in excess of $250,000 and will allow for a three-car garage. A future phase of Heartland, further south then the lots presented, are proposed to have 70-foot lots, according to Edgren.
Addressing traffic concerns, Edgren discussed a 2004-05 development agreement which triggers road improvements to FM 741 including plans for the road to be re-routed in a “smoother fashion” through Heartland, according to Edgren.
At 2,500 to 3,000 homes, FM 741 through the Heartland area will upgraded to a two-lane concrete, illuminated roadway. A second trigger will require the extension of the two-lane concrete roadway south until it reaches FM 2757. A third trigger, near Heartland’s initially proposed max build-out of approximately 7,500 homes, will require the extension of the two-lane concrete roadway to U.S. Highway 175.
Ultimately, a portion of FM 741 in the Heartland area will be expanded to six lanes, stated Edgren. The re-routing of FM 741 could take up to five years to complete, he said.
Addressing water concerns, Edgren said Heartland has a contract with the North Texas Municipal Water District through the City of Mesquite for all water that will serve Heartland for full development through 2032.
“That contract provides enough water for every home and every lot that’s going to be built in Heartland,” stated Edgren. In the contract, Edgren says Heartland may have excess water capacity in upwards of several million gallons of water a day which may be utilized by the City of Crandall, if needed.
Heartland is also donating $30,000 to the Crandall Fire Department for a new emergency responder vehicle which could be utilized for quicker response times to Heartland.
Edgren said Heartland may begin presenting quarterly updates and reports to the Crandall City Council.
