TERRELL, Texas — An Athens man who had previously been arrested and charged with impersonating a Terrell Police Department officer is in legal hot water again on similar charges and has been accused of stalking a female high school student.
TERRELL, Texas — An Athens man who had previously been arrested and charged with impersonating a Terrell Police Department officer is in legal hot water again on similar charges and has been accused of stalking a female high school student.
Dallas Foy Browning, now 26 years old, was arrested by the Henderson County Sheriff's Office on allegations he claimed to be a Winnsboro Police Department officer.
Last week, at the Henderson County Livestock Show, Browning reportedly approached Henderson County Sheriff Botie Hillhouse, and separately a deputy with the sheriff's office, to report he had observed an onsite inmate had placed tobacco in his pants, according to an arrest warrant affidavit. In both incidents, the affidavit states Browning claimed to be a Winnsboro police officer.
Additionally, Browning was overhead telling a detention officer he worked the night shift for the Winnsboro Police Department and later requested a ride along with Sheriff Hillhouse.
The next day, while still at the livestock show, a LaPoyner teacher reported a man had been following a female high school student the past couple of days. That teacher showed a picture of the man to Hillhouse who identified him as Browning.
According to the affidavit, sheriff's officer personnel requested Browning's credentials from him but he stated he did not have his credentials on him, at that time.
After the livestock show, on the following Monday, Hillhouse discovered, through a search of TCOLE records, Browning did not have credentials and was not a licensed peace officer in the state of Texas. The same day, an arrest warrant was obtained, charging Browning with two counts of impersonating a public servant.
He was booked into the Henderson County Jail on Tuesday, March 28, 2023, and is being held on bonds totaling $400,000.
In November 2017, Browning, then 20 of Royse City, was arrested and charged with impersonating a Terrell Police Department undercover officer and a DFW-area firefighter. He was sentenced to two years probation/deferred adjudication in that case.
According to Kaufman County court records, in 2019, an order was entered amending/extending the terms of probation and a psychiatric evaluation was ordered. Bench warrants were issued in late 2019 and a new plea negotiation conference was held and settled. A motion to revoke and warrants were issued a month later and following another two years of court motions and hearings, a new plea was entered in the case in August 2022. The terms of the plea were not available as of press.
