TERRELL, Texas — On Thursday, October 13, 2023, the Terrell Police Criminal Investigations Unit executed a search warrant at a house on Grace Lane and discovered child pornography.
76-year-old Frank Finan of 104 Grace Lane was arrested, taken into custody, and charged with possession of child pornography. As of Friday Morning, Terrell police confirm that Finan has remained in the custody of the Terrell Police Department, awaiting transfer to the Kaufman County jail.
According to a press release from the Terrell Police Department, the North Texas Internet Crimes Against Children Taskforce (ICAC) had received a tip from the National Center for Missing and Exploited Children (NCMEC) regarding a cyber tip of a user in Terrell uploading an image consistent with child pornography.
A search warrant was drafted and signed on this information, leading to its execution on Thursday.
Possession and viewing of child pornography is a third-degree felony in Texas and is punishable by 2 to 10 years in prison. If you have had a prior offense, it can be a second-degree felony; if you’ve had more than one prior offense, it can be classified as a first-degree felony.
