FISD Board rejects exclusive agreement with photographers for athletic events

In August, 2012, the Forney Independent School District (FISD) solicited two Requests for Proposals (RFP) for an exclusive photographer for athletic and non-athletic events. Typically an RFP is only solicited when the contract exceeds the threshold amount of $50,000, which is required by Texas State legislation. However, according to the district, currently they are not exceeding the threshold amount in photography services.

On Monday, September 10, 2012, at the regularly scheduled Forney ISD School Board Meeting the ‘consideration and possible approval of photography services for athletics’ was an item on the agenda. The RFP for non-athletic events had been denied by the administration before reaching the board level for consideration and therefore not included on the agenda. Typically a school district will hire a professional photographer for team pictures only.

Lucas Janda, Chief Financial Officer for FISD, presented the agenda item to the School Board and recommended that the district throw out the bids and instead gives the individual campuses and departments the ability to choose from a list of approved vendors on file with the district. Lucas Janda said that all of the bids were very competitive and similar in structure and bid amount, therefore, it would not benefit the district to use an exclusive photographer when Forney and the surrounding areas have an abundance of quality photographers to choose from.

Board Member Heath Carroll asked if the school district currently holds an exclusive agreement with any photographers and Lucas Janda answered no, they do not currently have an exclusive agreement with any photographers. A district official later stated that any exclusive agreements currently in place are on a campus level and are not district wide.

Superintendent Michael Holland also recommended they throw out the bids and proceed with the recommendation presented by Lucas Janda. Heath Carroll made a motion to approve and Mike White seconded the motion, the board rejected all exclusive proposals 6 Yays, 0 Nays.
