SCURRY, Texas — The latest attempt to obtain a mass gathering permit by a Scurry-area horse training and race promoter has been denied, according to county officials.

SCURRY, Texas — The latest attempt to obtain a mass gathering permit by a Scurry-area horse training and race promoter has been denied, according to county officials.

The event, planned for October 15 at 18225 County Road 4075, was denied a mass gathering permit by Kaufman County Judge Bruce Wood on Monday morning.

In his denial, Wood cited no records of lighting for the event, which was expected to go beyond sunset, as well as a lack of security.

Last month, a similar permit request was denied for an event in the Crandall area proposed for October 7. The promoter in that event failed to appear for the public hearing.

Horse racing tracks were put on notice earlier this year when the county announced stricter mass gathering permitting procedures, in accordance with the Texas Mass Gathering Act, in response to area residents’ concerns for unwanted crime, illegal betting, noise, litter, and public safety and nuisance issues brought on by the events.
