SCURRY, Texas — A public hearing has been scheduled to consider a permit for a mass gathering for the purpose of horse training and racing at an event in Scurry.
The applicant, Jose Manuel Rico, is seeking a mass gathering permit for the horse training and racing event on April 8, 2018, from 11 a.m. until 7 p.m. at 18255 County Road 4075 in Scurry.
The application for the mass gathering permit will be heard before Kaufman County Judge Bruce Wood during a public hearing on Monday, March 19, 2018, at 9 a.m. in the 2nd Floor Meeting Room at the Kaufman County Courthouse Annex located at 100 North Washington in Kaufman.
"All evidence and arguments as to whether the application should be approved or denied will be heard at that time," stated a public hearing notice.
The same applicant was denied a permit in October 2017 when he failed to present records of event lighting and a lack of security, Wood cited in his denial.
Horse racing tracks were put on notice in early 2017 when the county announced stricter mass gathering permitting procedures, in accordance with the Texas Mass Gathering Act, in response to area residents’ concerns for unwanted crime, illegal betting, noise, litter, and public safety and nuisance issues brought on by the events.
