Balch Springs city manager arrested in Kaufman County, charged with DWI

BALCH SPRINGS, Texas —  Balch Springs City Manager Charles Richard Fenner was arrested in Kaufman County in the early morning hours of November 7, 2023.

BALCH SPRINGS, Texas —  Balch Springs City Manager Charles Richard Fenner was arrested in Kaufman County in the early morning hours of November 7, 2023.

According to Kaufman County Sheriff's Office obtained by inForney.com, Fenner was arrested by sheriff’s deputies and charged with a driving while intoxicated.

Furthermore, records obtained by inForney.com show that Fenner was also arrested in Terrell in July of 2022 for Driving While Intoxicated/Open Alcohol Container. Fenner has been indicted for this charge with driving while intoxicated with a blood alcohol content of greater than or equal to .15, which is a Class A misdemeanor. A jury trial has been scheduled for February 13, 2024, in that case.

Fenner, the City Manager for Balch Springs, previously served as the Assistant City Manager and the Executive Director of Economic Development. Before working for Balch Springs, he was the Director of Municipal Development and Real Estate for the City of Terrell from 2016-2022.

His work history includes working as the city manager for two other Texas cities, including Canton and Lucas.
