TERRELL, Texas — A Terrell man with an active warrant for possession of dangerous drugs was arrested yesterday and now faces additional drug-related charges after being found in possession of black tar heroin, police say.

Terrell Police Department Captain A.D. Sansom says narcotics investigators observed 23-year-old Richard Adam Everett sitting in a maroon Ford Fusion in the Dollar General parking lot, in the 600 block of North Rockwall Avenue, at approximately 2 p.m. on Wednesday.

Everett was known to investigators to have an active warrant for possession of dangerous drugs out of the Kaufman County Sheriff’s Office, according to Sansom.

As investigators made contact with Everett, who was seated in the driver’s seat, they observed, in plain view, a plastic baggie containing a black substance, later identified as black tar heroin, in the ashtray. The substance was later tested as presumptive positive for heroin.

The heroin, a spoon, small baggies used commonly for the packaging of illegal narcotics, a digital scale, and $183 in United States currency, which was believed to be proceeds of illegal narcotics transactions, were all seized.

Everett’s warrant was confirmed and he was taken into custody and further charged with possession of a controlled substance in penalty group 1 greater than or equal to one gram and less then four grams.

In mid-January 2016, Everett and two others were arrested by the Terrell Police Department and charged with theft under $100. “At that time, they were found to be in possession of heroin and Alprazolam, stated Sansom. That case is still pending with the Kaufman County District Attorney’s Office.
