BALCH SPRINGS - In November, the Balch Springs City Council voted to re-appoint City Manager Charles Fenner for the third amendment to the original contract. The City Manager is facing a DWI charge in Kaufman County.

BALCH SPRINGS - In November, the Balch Springs City Council voted to re-appoint City Manager Charles Fenner for the third amendment to the original contract. The City Manager is facing a DWI charge in Kaufman County.

Balch Springs has been under media and public scrutiny over the past few years, especially about Charles Fenner, the City Manager, who has been arrested for driving while intoxicated.

In November, a resident made a public comment before the city council, stating that Fenner’s track record raises concerns about his leadership ability.

“The decision you face today is not merely administrative or legal; it’s a litmus test for ethical governance and public trust. The City Manager's track record raises serious concerns about his ability to lead with integrity.”

At the November 22nd meeting, council members unanimously decided to keep Fenner as the City Manager by making the third amendment to his original contract.

Balch Springs Mayor Carrie Gordon told Fenner during the meeting that he is consistent in his belief in the community and has a vision for moving the city forward.
