FORNEY, Texas — The Forney City Council approved three road projects at their Tuesday night meeting which are set to begin in January 2016 with bidding processes and construction.
The three streets identified were West Trinity Street, Redbud Drive, and Lovers Lane. Trinity and Redbud were named first and third on the city’s list of the 10 Worst Roads in Forney, respectively.
The council had previously approved the projects in the Fiscal Year (FY) 2016 Capital Improvements Project budget with design and reconstruction of Trinity Street partially funded in the FY 2015 budget.
Interim Assistant City Manager Leigh Corson presented the roadway projects, including their scope and budgets, to the city council.
The Redbud Drive will include 3,000 feet of concrete road replacement between Pinson Road and Farm-to-Market (FM) 740 and will include an underground drainage system and sidewalks. The existing cast-iron water line and existing clay-tile sewer line will be replaced with eight-inch PVC. The cost estimate for the projects is totaled at $2,890,790 with $2,097,964 designated roadway and drainage, $444,284 designated for water line replacement, and $348,543 designated for sewer line replacement.
On Trinity Street, the existing 2,800 feet of flat concrete with open bar ditches will be replaced with a complete sub-surface drainage system and a new concrete roadway with a curb and gutter from Bois D’Arc Street to the end of the roadway. The project, estimated at $2,024,058, will include the replacement of 2,700 feet of existing cast-iron water lines with eight-inch PVC and replacement of half of the sewer line beginning at Bois D’Arc. $1,501,364 is designated for roadway and drainage, $312,403 is designated for water line replacement, and $210,291 for sewer line replacement.
The Lovers Lane project will span from FM 740 to U.S. Highway 80 and is estimated at $500,000. The existing asphalt roadway will be milled and removed.
Public Works Director Christ Metz says crews will recondition the sub-grade to 24 inches in accordance with Texas Department of Transportation standards and will condition a little further with a lime stabilization. A new rock base will be applied and two courses of two-inch hot mix asphalt.
The total cost of the Lovers Lane project is estimated at $500,000 and does not include the current water project or sewer improvements. Currently the city is completing a FY 2015 water line replacement project and, according to Metz, there is only a small section of sewer line which has already been replaced with PVC.
The Redbud project is expected to go out for a Request for Qualifications (RFQ) for design in January 2016 with the design process expected to take approximately nine months to complete. The design on Trinity Street is already complete and the project is expected to go out for construction bid in January 2016 with construction estimated at 12 months.
The current water line replacement project on Lovers Lane is expected to be complete in May 2016 and construction is expected to begin in June 2016 with construction estimated at approximately 6 months.
The projects will funded through cash funding, a $2 million General Fund bond issuance, and $900,000 from the Water-Sewer Fund.
The bond issuance will not have an impact on the current tax rate, according to Corson, because of the city’s declining debt structure and available debt service funds.
