In 2019, State Representative Keith Bell (R-Forney) requested funding to add a 20-bed unit to Terrell State Hospital to help veterans. Fast-forward to 2023, when the 88th Texas Legislature approved $573M in funding for the new hospital.
Terrell Mayor Rick Carmona spoke at the groundbreaking and reminisced about the hospital's rich history in the community.
“As the youngest of nine children, I have had several siblings who worked at the State Hospital – several of whom actually spent their entire careers there,” stated Mayor Carmona. “Throughout their long history, this institution has been one of Terrell’s largest employers, creating a huge economic impact for the City and providing critical mental health care for a much larger catchment area.”
Over the years, the hospital has been threatened with closing its doors several times. However, with the help of local, state, and national partners, that danger has always been met with resistance and quashed.
The hospital has received no significant renovations since 1973, which solidified Rep. Bell’s dedication to ensuring this renovation funding became a reality.
"When we announced that expansion, I said dedicating this new unit to our veterans was the least we could do for those who have given so much," Bell stated. "Today, I am proud to say that this was just the beginning of a renewed commitment to the future of Terrell State Hospital."
Terrell Mayor Rick Carmona supported requesting funds for this renovation by meeting with stakeholders and even testifying in front of the Texas State Senate Finance Committee in 2023.
Not only will the groundbreaking begin revitalization work, but it will also positively impact the City of Terrell. The project will bring a new scenic entrance off Highway 80 that will positively impact traffic flow, enhance community involvement, and create jobs.
The new facility's specialized units will include 175 non-maximum security beds, 50 maximum security beds, and 50 adolescent beds.
In a release, Rep. Bell said this groundbreaking event also highlights a partnership with the University of Texas Health Science Center at Tyler, which is committed to mental health services.
"Together, we are creating a facility that provides treatment and serves as a significant economic asset for the City of Terrell and a hub for workforce training," Bell said.
In concluding his remarks, Mayor Carmona expressed his heartfelt gratitude to all who worked to make the project a reality.
“Thank you to all of the TSH staff, our City staff, and state officials who were instrumental in making this project a reality. We know there is a lot that goes into a project of this magnitude, and we appreciate the cooperation and collaboration that continues as we work collectively toward the day the doors officially open. We are so excited that Terrell State Hospital will continue to be such a valued part of this community, and we look forward to seeing what the next chapter holds.”
