TERRELL, Texas — The City of Terrell is planning to annex more than 1,000 acres of land along and south of Interstate 20 and has schedule two public hearings in October. A “preventative” measure to discourage negative land uses and to expand the local tax base, according to officials.
On September 1, 2015, the Terrell City Council passed Resolution No. 801 to begin the process of annexing 1,034 acres of primarily agricultural land along and south of Interstate 20 near Farm-to-Market (FM) 148 and Spur 557 — the epicenter of new development in Terrell and the home of the first north Texas Buc-ee’s location.
The city says over $54 million in public infrastructure improvements have been or will be constructed in the area along Interstate 20, FM 148, and Spur 557. Funding will be derived from the Kaufman County Transportation Bond, the Texas Department of Transportation, the Terrell Economic Development Corporation, the City of Terrell, and private developers.
“Council members agree annexation is a ‘preventative’ measure which discourages negative land uses that may be sought because of the recent investment in public infrastructure nearby,” the city stated in a release. “Annexation is also a catalyst for expanding the local tax base.”
“We are having outstanding success sustaining Terrell America as a great place to live, work and raise a family," stated Mayor Hal Richards. "Our city is experiencing extraordinary momentum in attracting businesses and we will continue to support new investment, job creation and first-rate development. By bringing this acreage into the City, we will be able to ensure that change benefits neighboring property owners and gives Terrell room to grow."
“Strategic annexation of the proposed area allows the city to apply quality standards to code enforcement and development," stated Terrell City Manager Torry Edwards. "Proactively, this annexation creates a level playing field and encourages the highest and best land use. It is a strong tool for growing public/private investment for years to come."
The public hearings for the proposed annexation will be held on Thursday, October 15, 2015, at 6 p.m. and Tuesday, October 20, 2015, at 7 p.m. in the City Council Chambers at Terrell City Hall which is located at 201 East Nash Street.
