BALCH SPRINGS - On November 7, 2023, Balch Springs City Manager Charles Richard Fenner was arrested in Kaufman County and charged with Driving While Intoxicated. His trial is now set for February 2025.

BALCH SPRINGS - On November 7, 2023, Balch Springs City Manager Charles Richard Fenner was arrested in Kaufman County and charged with Driving While Intoxicated. His trial is now set for February 2025.

According to Fenner's amended employment contract obtained by inForney.com, Fenner is paid a base salary of $203,000 and accrues 20 vacation days annually, with any unused vacation rolling over to the following year.

When inForney.com originally published this story in 2023, it is unclear whether Fenner reported his arrest and charges directly to the City of Balch Springs.

The amended contract between Fenner and the City states, "Employee agrees that he shall promptly notify the Mayor and City Council of material developments regarding pending criminal charges against him including arrest, indictment, anticipated trial date, outcome, and penalty, if any.”

Furthermore, records previously obtained by inForney.com show that Fenner was also arrested in Terrell in July of 2022 for Driving While Intoxicated/Open Alcohol Container.

Fenner, the City Manager for Balch Springs, previously served as the Assistant City Manager and the Executive Director of Economic Development. Before working for Balch Springs, he was the Director of Municipal Development and Real Estate for the City of Terrell from 2016-2022.

His work history includes working as the city manager for two other Texas cities, including Canton and Lucas.
